EU-Central Asia Policy Stakeholders Conference 'EU-Central Asia Cooperation in addressing Energy Research & Innovation'

This was the 2nd Policy Stakeholders Conference (PSC) organised by the IncoNet CA project and the 4th in a series of events targeting Central Asia,which was started by its predecessor project IncoNet CA/SC. This year's focus was on 'energy', a topic high on the political agenda of both the European Union and Central Asia. The  PSC took place on 30 Sep - 1 Oct 2015 in Astana, a workshop on 'EU-Kazakhstan Innovation Cooperation' on 2 Oct was also open to the PSC participants.
The conference provided the opportunity for an in-depth exchange of views on regional and international STI policies, research programmes and projects addressing Energy – primarily energy efficiency, renewable energy policy – among high-level policymakers, international donors and representatives of the research communities in the EU MS/AC and the CA countries, as well as other key stakeholders active in the region.

The main goals of the conference, among others, were to:
  • identify regional, international initiatives, common objectives, operational instruments (programmes), shape future cooperative initiatives addressing Energy between the EU and the CA countries;
  • to stimulate the exchange of views and to create new synergies by presenting good practice examples in the area of Research and Innovation in Energy under the European Union‘s current Framework
    Programme for Research and Innovation Horizon 2020 and beyond;
  • strengthen STI cooperation and innovation as a common interest for the EU and CA both at strategic and operative levels;
  • formulate recommendations on the enhancement of the STI cooperation in addressing Energy;
  • increase synergies among stakeholders and the related actions.

In total 105 high-level policy makers and representatives of the academic and scientificcommunities attended the conference from18 countries, with speakers from four Central Asiancountries (Kyrgyzstan, Kazakhstan, Tajikistan,Uzbekistan) and from several EU MS/AC as wellas international or regional organisations, includinga delegation from the European Commissionheaded by Ms. Maria Cristina Russo, the Directorof International Cooperation, DG Research andInnovation, Mr. Asset Issekeshev, the Minister of Investment and Development of Kazakhstan and representatives of KIC Inno Energy as well as the ERANET Geothermal.

The event was jointly organised by the Centre for Regional and International STI Studies and Support (CeRISS/Greece), the Independent Experts Consulting Board to Promote Scientific Research Activity in Kazakhstan (InExCB-Kz) and the Regional Centre for Information and Scientific Development (RCISD/Hungary).

On the sidelines of the conference a workshop titled 'EU-Kazakhstan: Innovation through Collaboration' took place on 2 October 2015 with the support of the Investment and Foreign ministries of Kazakhstan.
